Funding our highways

In 2009, the federal transportation funding law known as SAFETEA-LU (Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users) comes up for Congressional review and renewal. SAFETEA-LU finances almost half of the nation's transportation construction—and, in recent years, the fund's revenue has not kept pace with spending or inflation.

The combination of a funding deficit, higher traffic volume and an aging highway infrastructure will make the upcoming transportation funding debate an intense one. Colorado motorists have felt the effects of all three. In January, the Governor's Blue Ribbon Panel on Transportation recommended adding $1.5 billion per year to the state's highway funding budget. Of that amount, approximately one third—$500 million per year—is necessary solely for upkeep of existing roads and infrastructure, without making any improvements.

In the coming years, motorists will likely be asked to reach deeper into their wallets to pay for transportation. It is imperative that those who pay understand what is being proposed. As the debate about the future of transportation and how to fund it continues in Washington, AAA is working to ensure that the voice of the motorist is heard. We cannot simply repeat, or re-authorize, what we have done in the past. AAA has called for a new vision and purpose for the federal transportation program before motorists are asked to pay more.

Among the beliefs that will guide our association's advocacy on transportation funding:

  • Motorists must receive direct and recognizable improvements to their travel experience.
  • Transportation officials must demonstrate that they are managing resources wisely through transparent decision-making and efficient use of funds.
  • Taxes, fees and other charges to motorists must be fair and equitable, and should be dedicated solely to meeting identified transportation needs.
  • Delivering on a new vision will ensure the continuance of the American way of life—our ability to travel where we want, at the time we want, using a transportation mode that serves our needs.
